In the rapid development, they "forgot" who actually owned the "wires - the connection - the Network" - - other than it was in the interest of the nation states to establish and expand to the network we have today. (where a wire between two devices was the origin)
THUS THERE IS "NO ONE WHO OWNS THE NETWORK" TODAY - but in their own interest the individual nation states make the network available. for everyone.
